The BBC has created a miniature record – of telling the truth, albeit only in bits! _It has actually reported just in the past half hour or so, that the Degeneration stunts [the word is in the vocabulary as created by Khoodeelaar! the BBC is still using the obsolete term ‘regeneration’] projected around Ken Livingstone's 2012 London Olympics hosting and by abusing the centuries-old poverty and disenfranchisement of the East End of London is coming unstuck….


Even the BBC is now reporting using the word ‘calamity’ attached to a Ken Livingstone stunt! Although the item is semi-hidden under the various protective shields like the collective reference to ‘MPs’, the fact is that it is Ken Livingstone who is coming unstuck on one of his two big business stunts . When an ordinary member of the community receives an official-looking communication, such as the one dated 1 November 2007, addressed to ‘residents’ in the four streets affected by the CrossRail hole planned attacks on the East End near the Whitechapel station, the first thing they do is to accept the communication as being the product of honest, respectful and competent work and thinking. _This is most often not the case. Official-looking and official-sounding items of communication are often misleading. And they are misleading on design. On purpose. Deliberately so. No matter what the issuing – or, in fact and on the facts , PERPETRATING – 'institution’ or bureaucracy is called or is supposed to be about, it is engaged mainly in perpetuating its own convolutions at the expense of the people it is in existence to allegedly serve. But the others have failed to follow. _Until now. _As we have pointed out, the Times, the Telegraph and some other mainstream medias outlets have only in the past few months begun to show partial recognition of the corruption that has been the Crossrail hole plot promotion and the scheme itself…_The BBC has only just started to show faint signs of acknowledging some of these. But none of these media have come anywhere near even 1 percentage point of telling the truth about the wrong that is CrossRail. _The wrongness is in the fact that all the known principles of a so-called democratic and representative system of ‘government’ have been flouted breached and violated in the promotion of the mainly Big Business-prompted scheme now called Crossrail. Nay! the town will be 'murdered' ! So spread the magic of Crossrail everywhere! It is not a railway line. It is not a transport service. It is an NHS hospital. It is a job centre. It is a school. It is a factory. It is filed. It is the sky. It is ocean. It is trees,. Plans. Horticulture,. Agriculture. Anything you fancy, Crossrail is it! There is no end to the lunacy unleashed by the chief Crossrail hole plot tout Ken Livingstone! It has taken more than 25 years since Livingstone was derided as the main loony leftie for that tag to be exhibited in its full ugly irrationality and madness... Livingstone was labelled the lunatic because of his posturing and his careerist opportunistic abuse of office then.....They are now saying that Crossrail is a life saviour like a doctor, like an ambulance...
Don’t be remembered for murdering the town

I would like to know who the council asked when they reached the perverse conclusion that motorists ‘prefer pay and display’.
I am considering asking for information on this under the Freedom of Information legislation. Surely the fact that the Sainsbury’s car park is rarely full and the Nicholson’s Walk car park is full should tell the council something.
The car park costs in Maidenhead are a deterrent to shopping in Maidenhead, so shops close and the council wrings its hands, but does not see what is plain to residents. We need councillors who can take the decisions we need – cheaper, easier parking attracts trade.
Maidenhead has a once in a century opportunity to grow in prosperity with the eventual arrival of Crossrail. We need to encourage a strong town centre with independent shops and part of the way to do that is parking.
If we have a strong town centre Maidenhead will not just be the place you change trains.
We will need to develop a variety of houses and more schools and doctors to meet the challenge of Crossrail, and we need to start work on this now.
I challenge the council to start work for Maidenhead’s future by looking beyond the next election. If they can do this they will go down in local history as heroes, if not they will be guilty of murdering the town, and will all be remembered for it.

The ‘project’ cannot be described in that way. _The ‘go ahead’ by the executive [the Government, the majority party in the House of Commons] was given as far back as February 2005 when the 'Crossrail Bill' was introduced in the UK House of Commons. _The same ‘go ahead’ was repeated in the same House of Commons on 19 July 2005 when the same Bill was given the ‘Second Reading’. _What has been happening – during the fortnight of the UK political Parties’ annual Conference [jamborees] season [end of September and the first week of October 2007] is that a snap general election was first being orchestrated and then abandoned by Gordon Brown. The BBC is showing ever so slow and side-lined symptoms that it is aware, or its ‘journalists’ are aware, that the CRASSrail stunt is a dangerously wasteful and expensive project that does not warrant being used to promote the careers and personal egos of time-serving selfish individuals who are plugging this deeply flawed project. But the BBC is yet to admit this knowledge or to discharge the duty as it should by telling the truth about this disaster. In contrast with the BBC’s irresponsible role, and as I have pointed out more than once already, the Rupert Murdoch-owned and controlled Times newspaper group is publishing a significant fact which is true but is not found as yet in any other outlet across the ‘mainstream’ media’ in the UK. That admission about CrossRail has been published on the Times newspapers web site and I shall be examining it in the next 24 hours. Before I do so, it is important to take a look at the relevant part as published by the Ties newspaper group this weekend. This is a contextual admission that Crossrail is one of a number of wasteful, inappropriate transport – railway - projects. It is useful here to note the word/s ‘High-speed’!

John Prescott’s deal to underwrite £4bn of loans made the Channel high-speed link a reality
Dominic O’Connell_IN the summer of 1998, John Prescott bustled into a press conference in the bowels of the Department for Transport’s unloved, asbestos-ridden and since-demolished headquarters in Marsham Street, central London. He had been a hard-hitting spokesman on transport while Labour was in opposition, but now Prescott was facing his first crisis as minister in charge of the sector. The consortium building the high-speed rail line linking London to the Channel tunnel, a flagship project for Britain, had run out of money and was about to go bust. As he faced the waiting journalists, Prescott wore a tight smile of triumph. The project that had looked doomed just a few weeks earlier had been kept alive by him. The key to the deal was an agreement by the government to step in and underwrite nearly £4 billion of new loans, the first time a British government had agreed to give its backing to borrowing by a private company for a specific project. The deal was anathema to Treasury mandarins, who feared creating a precedent and a flood of similar fundraisings. Nine years on, Prescott’s gambit is about to bear fruit. On November 14, the first Eurostar train will slide out of a renovated St Pancras station, race at high speed across north and east London, through Kent and the Channel tunnel, arriving in Paris just 2 hours and 15 minutes after it set off – 20 minutes faster than at present. Thanks to the former deputy prime minister’s financial manoeuvring, Britain has made a belated entry to the high-speed rail club. But amid the fanfare, difficult questions remain about the financing of the project, its ability to pay its way, and how the government accounts for and procures such large pieces of infrastructure. If the lessons of High Speed 1, as the new line has rebranded itself, are not learnt, ambitious plans for new railways within Britain, such as the £14 billion Crossrail London commuter scheme, and a new line from London to the Midlands and the north, may suffer the same difficult birth. The original plan for the high-speed link was for it to be financed and built by the private sector, a throwback to the days of Victorian railway building when individual entrepreneurs, rather than the government, were the driving force. The billions of pounds needed to build the track and revive St Pancras would have been borrowed and then repaid from the revenues earned by Eurostar. Unfortunately for LCR, the consortium that took on the project, its forecasts of passenger numbers turned out to be hugely optimistic. The group, comprising Bechtel, UBS, Arup, Halcrow, EDF, National Express and SNCF, reckoned that by 2004 about 21m people a year would be using the Eurostar service. The reality turned out to be a third of that. Last year the total was 7.85m, turned out to be a third of that. Last year the total was 7.85m, with a target of 10m a year by 2010. LCR’s financing plan was shot to pieces, prompting Prescott’s rescue. The solution was novel – the company would issue bonds with an implicit government guarantee – and it was disliked in parts of the Treasury, which had a horror of “hypothecation” – the raising of government funds for a specific purpose. The dodge was that they were funds that did not form part of government borrowing – they were merely government supported. In total, LCR raised £6.1 billion, with the project likely to finally cost about £5.8 billion. Rob Holden, the man brought in to run LCR after the funding crisis, said it was the right solution. “We needed the financial muscle to bring it to a close, and this allowed us to borrow at very keen rates, but without it being the state that was actually providing the funds. We were able to say to our contractors that this is the amount available – they were not dealing with a bottomless purse.” When the deal was being hammered out, there were long negotiations with the Treasury over the best way forward, he said. Some argued that it would be cheaper simply for the government to raise the money by issuing gilts, rather than have it borrowed, at slightly higher interest rates, by LCR. “On the narrow argument, that is correct. The loans would have been cheaper. But I am certain that in the end we would have paid more to complete the project because we would have got into poker games with contractors. It’s a bit of an illusion, but we pulled it off.” The negotiations were also influenced by another big rail project that was having problems at the same time. An extension to London Underground’s Jubilee line, which was being managed and paid for by the public sector, was running seriously late and overbudget. Holden said the detail of the rail-link agreement had permitted some innovative risk-sharing deals to be struck with individual contractors. “I would say we have had £100m to £200m at risk for contractors on this project. It’s not a lot in the total budget, but it influences behaviour on the front line. Overall, I think we have come up with a new model for the delivery of large infrastructure in the UK.” This has not prevented critics from harping on about the call on the public purse – particularly now that the Office of National Statistics has seen through the figleaf of government “support” and put LCR’s borrowings on the government’s books. There have been critical National Audit Office reports, and the House of Commons public accounts select committee concluded last year that the economic case for the link’s construction was “marginal”. Holden in turn is critical that the regeneration benefits of the scheme have not been taken into account in the National Audit Office or the select committee reckonings. “The public accounting rules for these types of projects have allowed us to claim only £500m worth of regeneration benefits. But we can point to £10 billion worth, and that’s not a figment of our imagination. “These are real schemes, at Stratford, Ebbsfleet and around St Pancras itself,” he said. But as the finances are currently structured, it is not clear whether High Speed 1 will be able to pay back its debts. The full picture will become clearer once the project is refinanced with longer-term loans after it is completed. Holden added that schemes such as High Speed 1 should not be expected to yield quick returns. “This is an asset that has a 90-year life. That’s the sort of period over which its finances should be judged,” he said. _Last week Ruth Kelly, the transport secretary, floated plans for another high-speed line in Britain. It would link London with Birmingham at first, and then later be extended to Scot-land. Britain’s existing north-south lines were likely to run out of capacity in the middle of the next decade, she said. Holden said the lesson of the Channel tunnel link was to proceed in stages, with the track from Birmingham to London being built in stages, with the track from Birmingham to London being built first as a discreet project. A question mark now hangs over the future of LCR. _Shortly after the change of view at the Office of National Statistics brought it on to the public books, it was subject to a takeover approach led by Sir Adrian Montague, chairman of Friends Provident. The then transport secretary Alistair Darling said he would put the company up for auction. The bidding was later called off, with LCR’s management insisting it was vital that all their energies be devoted to completing the work. The government is now expected to make an announcement on the company’s future early next year. Insiders say a break-up is the likely option. The property assets, which are likely to be worth several billion pounds, will be auctioned to developers. The concession to run the line itself is likely to prove attractive to infrastructure funds, such as Australia’s Mac-quarie. It will make its money from access charges paid by Eurostar and other operators, including, possibly, Germany’s Deutsche Bahn, which has registered its interest in running its high-speed ICE trains to London. More problematic is the future of Eurostar, which operates the cross-Channel rail service. LCR has a 40% stake in the business, with the rest split between the French and Belgian national railways. Efforts to unite the three divisions into a single corporate entity have failed in the past, but sources at LCR said it was likely that these efforts would be resurrected after a period in which the effect of the high-speed line on passenger numbers could be gauged. _Passenger numbers have soared this year thanks to problems at UK airports and the stimulus of the Rugby World Cup. Station MARVEL HIGH SPEED 1, the first section of which opened four years ago, is Britain’s first new mainline railway in more than a hundred years. _Yet the real star of the show when the second half of the line opens in 10 days is likely to be a relic of the 19th century – St Pancras station. _The most visible sign of the work to date has been the restoration of the once-decayed Midland Grand Hotel, Sir George Gilbert Scott’s famous neo-Gothic pile on Euston Road. But when the station behind the hotel reopens on November 14, travellers will be treated to another restored Victorian marvel – the St Pancras train shed built by William Barlow. Barlow is less well-known than his contemporary, Brunel, but the train shed may change that. When it first opened, its 74-metre single-span roof made it the largest enclosed space in the world, and, with ironwork repainted in the original peacock blue and reglazed, it retains its “wow” factor. Beneath the platforms is another Barlow gem, the station’s undercroft, originally used for storing Burrton’s beer. It is now a passenger concourse, but the 900 original cast-iron pillars that support the platforms above remain in place – the spacing between them was reputedly dictated by the width of three beer…..”

Khoodeelaar! The East End of London campaign against the CrossRail hole Bill [‘the CrossRail Bill’ in the UK House of Commons] notes the unconstitutional attitude as expressed by the transport minister Tom Harris in your report._Mr Harris is showing undemocratic contempt for the principles and the practice of the sovereignty of parliament by expressing the presumption that he does not believe “that anyone wants the bill to be infinitely delayed or, worse still, cancelled” _Where, in any of the recorded contributions from any MP was there any suggestion of infinite delay? _Mr Harris is using stock phrases so typical of machine placemen in regimes that abhor democratic scrutiny of executive plots. _The particular Crossrail hole plot is linked with Big Business lobby of regional and UK central executive careerists and time-servers typified by the likes of the ‘Undone mayor’ Ken Livingstone. _Livingstone has hogged most of the limelight around Gordon Brown’s recent and unconvincing subscription to the mysterious merits of this scheme as the answer to the pressing transport needs of the people of London. _The various promotional utterances by the Gordon Brown entourage during the first week of October 2007 around the CrossRail hole plot were all staged as part of the now-thwarted snap election that Brown was almost ready to call. _That snap poll alone was Brown’s reason for staging the stunt about ‘CrossRail’. For the best part of the previous decade, as the UK Finance Minister, Gordon Brown and Ken Livingstone had not agreed on any of the substantive issues especially about matters to d with the public finance of private infrastructure projects. _How significant therefore that these very two adversaries suddenly found themselves behaving - for rather pretending on stages that had been specially set up in and metaphorically] around Bournemouth in September 2007- as if they had been inseparable twins for as long as memory served! _And just days before Brown was poised to call a snap election! _It is already emerging that Livingstone was ‘perhaps’ a tad too hasty to celebrate the ‘deal’ by claiming that he had ‘delivered’ CrossRail, thus showing up any tangible opponent to his ambition to remain the occupant of the ego-boosting office of ‘Undone mayor’ forever! _A democratic debate and scrutiny in any legitimate forum, far from being a tendency towards delaying an appropriate and sound plan, can ensure that any serious drawbacks that are found in or that remain in any plan that is supposed to be backed by several £Billions of public cash are dealt with thus sparing the public and the public purse avoidable wastes and losses in the future. _However, even if there were evidence to support the demand for a thorough review and examination of the transport needs in London in the context of the UK economy including the central factor of the choice of the optimum mode of transport to meet the present and the mid term needs, such as Khoodeelaar! has been making for nearly 4 years of opposition to the current CrossRail hole plot, the likes of Tom Harris do not seem disposed to tolerate the emergence of such a rational answer to the transport problems. _Instead, they have gone for the fanatical short cut: they utter the mantra of Crossrail rather than talk about addressing the huge transport needs that the UK economy must see met and the capacity of the economy. _They have been behaving like a cult that has been recruited to the secret Crossrail plan which they insist must be supported by £Billions of public money but without parliamentary or democratic scrutiny! _Those who have been placed as the current UK Govt front men and women to tout for the CrossRail plot – as distinctly different from arguing for the democratically arrived at solution/s to the transport needs such as a mode that best suits the given regional and [allegedly] strategic needs, the demands and the sustainable capacity of the UK public purse [whence the main bulk of the costs is being forced by the pluggers of the CrossRail scam] have been discrediting their own claims to be respecters of the democratic process of decision-making by undermining even the most tokenistic of debates, the most pliant of scrutinies by exaggerating the adverse effects of upholding democracy! _During the Second Reading held in the House of Commons in July 2005, the then CrossRail hole plot Bill minister Alistair Darling led the insertion into the terms of reference for the ‘CrossRail Bill select committee of MPs’ of a BARRIER, a ban, thus preventing that select committee from scrutiny the ‘Crossrail Bill’! _So the utterances by Tom Harris must be to do with the fact that even he knows that when the same Bill goes to the currently constituted Upper Chamber and is subjected to the corresponding select committee procedures, it may actually be scrutinised in an unpredictable way, so unpredictably that the truth about the fundamentally flawed nature of the plot may come out! _Is that what Tom Harris is aware of and is ‘career wise’ ‘worried’ about? _If it is, he is right to be worried! _Because no honest, informed and responsible scrutiny of the ‘Crossrail Bill’ as it is, can support it in the context of the economy, the society, the environment and the finance.

There is no reason to think that the ego of the egotist Ken Livingstone will be ever satisfied, no matter what publicly-paid for glory platforms he is given. This is particularly the case with the thousands of people among the East End and inner city parts of London this weekend who will suffer as a result of the greedy, egotistic role played by Livingstone as a tout for CRASSrail hole plot. The 2012 Olympics stunt is going to cost more than just extra £Billions. So is Crossrail. Ordinary people will NOT be the beneficiaries. £Billions of public money from other, genuinely needed areas of society and life are being taken away in order to fund the 2012 Olympics stunt. 0950 GMT London Friday 19 October 2007 _There is a piece in the Times, attributed to a Lucy Alexander, prompting property speculation. _But she manages to attack and misrepresent the East End in a way that would not be expected if she wrote a truthful, respectful and honest piece. As, she would have written differently and made the opposite points the racist and the offensive comments she has published via the Times. _The fact that the piece is apparently about property but reproduces some of the most racist and ignorant stereotypes and falsifications against the Bangladeshis, is not unconnected with the same attitude that underlies the behaviour of the local Tower Hamlets Council in its own peddling of the CrossRail hole-plotters' lies. More on that in the later parts of this commentary. _Back to Lucy Alexander and her piece as published by the Times today. _She offers no evidence far less explanation. In a piece that is essentially about property speculation, she as manages to perpetuate a number op prejudicial stereotypes at the expense of the Bangladeshis. _She does not say what studies she made of the UK economy, or what evidence she ever looked for to explain the causal link between Bangladeshi women not working and the perpetuated suggestion that the preponderance of ‘worklessness’ is attributable to some mysterious propensity on the parts of the Bangladeshis generally and the Bangladeshi women in particular. __Lucy Alexander must have been resident in a fantasy part of Tower Hamlets in the East End of London for her to say that : __“two thirds of local Bangladeshi women of working age were unemployed. My flatmates and I were often the only women in the street not wearing burkas. A local policeman kindly informed me, while handing me a rape alarm, that my street was known as “the front line” in fights between rival gangs of drug dealers.” __[To be continued]

The free sheets, a very recent and shallow media marketing affair themselves, are yet to become as widely available as the standardless EVENING STANDARD. __So the monopoly ‘news’ that the lying EVENING STANDARD manufactures, confects, carries and perpetrates remains unchallenged in print. __The damage is done daily to the cause of ordinary knowledge about ordinary life in and around London. __The EVENING STANDARD is stuffed with garbage, spin and fabrications. __And it lies. __It has a line-up of liars and fabricators as 'columnists and commentators' whose perpetrations cannot be even listed in full, let alone be comprehensively dissected and exposed, without exhausting the reserves of patience of an ordinary mortal. __But there is the odd occasion when the lying evening title can be caught out. Alistair Darling, Gordon Brown's 'successor' as UK finance Minister, was the subject of several adverse comments during the weekend. Especially on Sunday 14 October 2007, he was unfavourably compared with the Opposition Conservative counterpart, George Osbourne. The interview as shown on the BBC 1 slot the Politics Show during the day, was also commented on when observers pointed out THAT Darling dodged the questions on the show.. Later on in the evening, the otherwise pliant, servile and time-serving Rory Bremner kept up the appearance of his Channel 4 'satire' [what satire!] programme being 'in tune with the political atmosphere' by parading a series of pointless and fake sketches around Gordon Brown to whose image he attached that of a supine Alistair Darling. Only the two Johns ['Bird and Fortune'] could warrant any recognition of being remotely authentic about the ghastly week of fakery that Gordon Brown and Alistair Darling had inflicted on the political time. When an ordinary member of the community receives an official-looking communication, such as the one dated 1 November 2007, addressed to ‘residents’ in the four streets affected by the CrossRail hole planned attacks on the East End near the Whitechapel station, the first thing they do is to accept the communication as being the product of honest, respectful and competent work and thinking. _This is most often not the case. Official-looking and official-sounding items of communication are often misleading. And they are misleading on design. On purpose. Deliberately so. No matter what the issuing – or, in fact and on the facts , PERPETRATING – 'institution; or bureaucracy is called or is supposed to be about, it is engaged mainly in perpetuating its own convolutions at the expense of the people it is in existence to allegedly serve. Don’t be remembered for murdering the town. Submitted by Editorial on 08th November 2007 _I would like to know who the council asked when they reached the perverse conclusion that motorists ‘prefer pay and display’. _I am considering asking for information on this under the Freedom of Information legislation. Surely the fact that the Sainsbury’s car park is rarely full and the Nicholson’s Walk car park is full should tell the council something. _The car park costs in Maidenhead are a deterrent to shopping in Maidenhead, so shops close and the council wrings its hands, but does not see what is plain to residents. We need councillors who can take the decisions we need – cheaper, easier parking attracts trade. _Maidenhead has a once in a century opportunity to grow in prosperity with the eventual arrival of Crossrail. We need to encourage a strong town centre with independent shops and part of the way to do that is parking. _If we have a strong town centre Maidenhead will not just be the place you change trains. _We will need to develop a variety of houses and more schools and doctors to meet the challenge of Crossrail, and we need to start work on this now. _I challenge the council to start work for Maidenhead’s future by looking beyond the next election. The item 'Crossrail project gets green light' ‘shaft work to start in 2010’ by Julia Gregory on page 9 of the ‘East London’ Idiotiser dated Thursday 25 October 2007 is seriously inaccurate and contains equally misleading contents that must be immediately corrected. _The piece in the East London Idiotiser is disjointed and is yet another one-sided plug for the Crassrail hole plot promoters and at the expense of the East End of London. The ‘project’ cannot be described in that way. _The ‘go ahead’ by the executive [the Government, the majority party in the House of Commons] was given as far back as February 2005 when the 'Crossrail Bill' was introduced in the UK House of Commons. _The same ‘go ahead’ was repeated in the same House of Commons on 19 July 2005 when the same Bill was given the ‘Second Reading’. _What has been happening – during the fortnight of the UK political Parties’ annual Conference [jamborees] season [end of September and the first week of October 2007] is that a snap general election was first being orchestrated and then abandoned by Gordon Brown. ALL the announcements about Crossrail were made to get the particular South East of England commuter belt’s attention in favour of Gordon Brown and then in favour of the London mayoral re-election candidate Ken Livingstone. _The commuters were not ordinary London people in the main. Nor is the re-election preoccupation of Ken Livingstone a representation of the independent preference of ordinary people of London A very serious propaganda stunt therefore has been attempted via these latest fabrications around Crossrail. _We do not buy it. _Why? _Because the ‘Cross rail Bill’ is still a draft Bill, not an Act of parliament. _It is vital that these facts are included in the ‘news’ about a matter that is very much subject to the approval of the Houses of Parliament. _After the scheduled ‘Queen’s Speech’ the same Bill is going to be put through a different select committee. _That is in the House of Lords. _Khoodeelaar! The BBC is showing ever so slow and side-lined symptoms that it is aware, or its ‘journalists’ are aware, that the CRASSrail stunt is a dangerously wasteful and expensive project that does not warrant being used to promote the careers and personal egos of time-serving selfish individuals who are plugging this deeply flawed project. But the BBC is yet to admit this knowledge or to discharge the duty as it should by telling the truth about this disaster_In contrast with the BBC’s irresponsible role, and as I have pointed out more than once already, the Rupert Murdoch-owned and controlled Times newspaper group is publishing a significant fact which is true but is not found as yet in any other outlet across the ‘mainstream’ media’ in the UK. He had been a hard-hitting spokesman on transport while Labour was in opposition, but now Prescott was facing his first crisis as minister in charge of the sector. The consortium building the high-speed rail line linking London to the Channel tunnel, a flagship project for Britain, had run out of money and was about to go bust. As he faced the waiting journalists, Prescott wore a tight smile of triumph. The project that had looked doomed just a few weeks earlier had been kept alive by him. The key to the deal was an agreement by the government to step in and underwrite nearly £4 billion of new loans, the first time a British government had agreed to give its backing to borrowing by a private company for a specific project. The deal was anathema to Treasury mandarins, who feared creating a precedent and a flood of similar fundraisings. Nine years on, Prescott’s gambit is about to bear fruit. On November 14, the first Eurostar train will slide out of a renovated St Pancras station, race at high speed across north and east London, through Kent and the Channel tunnel, arriving in Paris just 2 hours and 15 minutes after it set off – 20 minutes faster than at present. Thanks to the former deputy prime minister’s financial manoeuvring, Britain has made a belated entry to the high-speed rail club. But amid the fanfare, difficult questions remain about the financing of the project, its ability to pay its way, and how the government accounts for and procures such large pieces of infrastructure. If the lessons of High Speed 1, as the new line has rebranded itself, are not learnt, ambitious plans for new railways within Britain, such as the £14 billion Crossrail London commuter scheme, and a new line from London to the Midlands and the north, may suffer the same difficult birth. The original plan for the high-speed link was for it to be financed and built by the private sector, a throwback to the days of Victorian railway building when individual entrepreneurs, rather than the government, were the driving force. The billions of pounds needed to build the track and revive St Pancras would have been borrowed and then repaid from the revenues earned by Eurostar. Unfortunately for LCR, the consortium that took on the project, its forecasts of passenger numbers turned out to be hugely optimistic. The group, comprising Bechtel, UBS, Arup, Halcrow, EDF, National Express and SNCF, reckoned that by 2004 about 21m people a year would be using the Eurostar service. The reality turned out to be a third of that. Last year the total was 7.85m, turned out to be a third of that. Last year the total was 7.85m, with a target of 10m a year by 2010. LCR’s financing plan was shot to pieces, prompting Prescott’s rescue. The solution was novel – the company would issue bonds with an implicit government guarantee – and it was disliked in parts of the Treasury, which had a horror of “hypothecation” – the raising of government funds for a specific purpose. The dodge was that they were funds that did not form part of government borrowing – they were merely government supported. In total, LCR raised £6.1 billion, with the project likely to finally cost about £5.8 billion. Rob Holden, the man brought in to run LCR after the funding crisis, said it was the right solution. “We needed the financial muscle to bring it to a close, and this allowed us to borrow at very keen rates, but without it being the state that was actually providing the funds. We were able to say to our contractors that this is the amount available – they were not dealing with a bottomless purse.” When the deal was being hammered out, there were long negotiations with the Treasury over the best way forward, he said. Some argued that it would be cheaper simply for the government to raise the money by issuing gilts, rather than have it borrowed, at slightly higher interest rates, by LCR. “On the narrow argument, that is correct. The loans would have been cheaper. But I am certain that in the end we would have paid more to complete the project because we would have got into poker games with contractors. It’s a bit of an illusion, but we pulled it off.” The negotiations were also influenced by another big rail project that was having problems at the same time. An extension to London Underground’s Jubilee line, which was being managed and paid for by the public sector, was running seriously late and overbudget. Holden said the detail of the rail-link agreement had permitted some innovative risk-sharing deals to be struck with individual contractors. “I would say we have had £100m to £200m at risk for contractors on this project. It’s not a lot in the total budget, but it influences behaviour on the front line. Overall, I think we have come up with a new model for the delivery of large infrastructure in the UK.” This has not prevented critics from harping on about the call on the public purse – particularly now that the Office of National Statistics has seen through the figleaf of government “support” and put LCR’s borrowings on the government’s books. There have been critical National Audit Office reports, and the House of Commons public accounts select committee concluded last year that the economic case for the link’s construction was “marginal”. Holden in turn is critical that the regeneration benefits of the scheme have not been taken into account in the National Audit Office or the select committee reckonings. “The public accounting rules for these types of projects have allowed us to claim only £500m worth of regeneration benefits. But we can point to £10 billion worth, and that’s not a figment of our imagination. “These are real schemes, at Stratford, Ebbsfleet and around St Pancras itself,” he said. But as the finances are currently structured, it is not clear whether High Speed 1 will be able to pay back its debts. The full picture will become clearer once the project is refinanced with longer-term loans after it is completed. Holden added that schemes such as High Speed 1 should not be expected to yield quick returns. “This is an asset that has a 90-year life. That’s the sort of period over which its finances should be judged,” he said. _Last week Ruth Kelly, the transport secretary, floated plans for another high-speed line in Britain. It would link London with Birmingham at first, and then later be extended to Scot-land. Britain’s existing north-south lines were likely to run out of capacity in the middle of the next decade, she said. Holden said the lesson of the Channel tunnel link was to proceed in stages, with the track from Birmingham to London being built in stages, with the track from Birmingham to London being built first as a discreet project. A question mark now hangs over the future of LCR. _Shortly after the change of view at the Office of National Statistics brought it on to the public books, it was subject to a takeover approach led by Sir Adrian Montague, chairman of Friends Provident. The then transport secretary Alistair Darling said he would put the company up for auction. The bidding was later called off, with LCR’s management insisting it was vital that all their energies be devoted to completing the work. The government is now expected to make an announcement on the company’s future early next year. Insiders say a break-up is the likely option. The property assets, which are likely to be worth several billion pounds, will be auctioned to developers. The concession to run the line itself is likely to prove attractive to infrastructure funds, such as Australia’s Mac-quarie. It will make its money from access charges paid by Eurostar and other operators, including, possibly, Germany’s Deutsche Bahn, which has registered its interest in running its high-speed ICE trains to London. More problematic is the future of Eurostar, which operates the cross-Channel rail service. LCR has a 40% stake in the business, with the rest split between the French and Belgian national railways. Efforts to unite the three divisions into a single corporate entity have failed in the past, but sources at LCR said it was likely that these efforts would be resurrected after a period in which the effect of the high-speed line on passenger numbers could be gauged. _Passenger numbers have soared this year thanks to problems at UK airports and the stimulus of the Rugby World Cup._STATION MARVEL HIGH SPEED 1, the first section of which opened four years ago, is Britain’s first new mainline railway in more than a hundred years. _Yet the real star of the show when the second half of the line opens in 10 days is likely to be a relic of the 19th century – St Pancras station. _The most visible sign of the work to date has been the restoration of the once-decayed Midland Grand Hotel, Sir George Gilbert Scott’s famous neo-Gothic pile on Euston Road. But when the station behind the hotel reopens on November 14, travellers will be treated to another restored Victorian marvel – the St Pancras train shed built by William Barlow. Barlow is less well-known than his contemporary, Brunel, but the train shed may change that. When it first opened, its 74-metre single-span roof made it the largest enclosed space in the world, and, with ironwork repainted in the original peacock blue and reglazed, it retains its “wow” factor. Beneath the platforms is another Barlow gem, the station’s undercroft, originally used for storing Burton’s beer. It is now a passenger concourse, but the 900 original cast-iron pillars that support the platforms above remain in place – the spacing between them was reputedly dictated by the width of three beer…..”

Khoodeelaar! The East End of London campaign against the CrossRail hole Bill [‘the CrossRail Bill’ in the UK House of Commons] notes the unconstitutional attitude as expressed by the transport minister Tom Harris in your report._Mr Harris is showing undemocratic contempt for the principles and the practice of the sovereignty of parliament by expressing the presumption that he does not believe “that anyone wants the bill to be infinitely delayed or, worse still, cancelled” _Where, in any of the recorded contributions from any MP was there any suggestion of infinite delay? _Mr Harris is using stock phrases so typical of machine placemen in regimes that abhor democratic scrutiny of executive plots. _The particular Crossrail hole plot is linked with Big Business lobby of regional and UK central executive careerists and time-servers typified by the likes of the ‘Undone mayor’ Ken Livingstone. _Livingstone has hogged most of the limelight around Gordon Brown’s recent and unconvincing subscription to the mysterious merits of this scheme as the answer to the pressing transport needs of the people of London. _The various promotional utterances by the Gordon Brown entourage during the first week of October 2007 around the CrossRail hole plot were all staged as part of the now-thwarted snap election that Brown was almost ready to call. _That snap poll alone was Brown’s reason for staging the stunt about ‘CrossRail’. For the best part of the previous decade, as the UK Finance Minister, Gordon Brown and Ken Livingstone had not agreed on any of the substantive issues especially about matters to d with the public finance of private infrastructure projects. _How significant therefore that these very two adversaries suddenly found themselves behaving - for rather pretending on stages that had been specially set up in and metaphorically] around Bournemouth in September 2007- as if they had been inseparable twins for as long as memory served! _And just days before Brown was poised to call a snap election! _It is already emerging that Livingstone was ‘perhaps’ a tad too hasty to celebrate the ‘deal’ by claiming that he had ‘delivered’ CrossRail, thus showing up any tangible opponent to his ambition to remain the occupant of the ego-boosting office of ‘Undone mayor’ forever! _A democratic debate and scrutiny in any legitimate forum, far from being a tendency towards delaying an appropriate and sound plan, can ensure that any serious drawbacks that are found in or that remain in any plan that is supposed to be backed by several £Billions of public cash are dealt with thus sparing the public and the public purse avoidable wastes and losses in the future. _However, even if there were evidence to support the demand for a thorough review and examination of the transport needs in London in the context of the UK economy including the central factor of the choice of the optimum mode of transport to meet the present and the mid term needs, such as Khoodeelaar! has been making for nearly 4 years of opposition to the current CrossRail hole plot, the likes of Tom Harris do not seem disposed to tolerate the emergence of such a rational answer to the transport problems. _Instead, they have gone for the fanatical short cut: they utter the mantra of Crossrail rather than talk about addressing the huge transport needs that the UK economy must see met and the capacity of the economy. _They have been behaving like a cult that has been recruited to the secret Crossrail plan which they insist must be supported by £Billions of public money but without parliamentary or democratic scrutiny! _Those who have been placed as the current UK Govt front men and women to tout for the CrossRail plot – as distinctly different from arguing for the democratically arrived at solution/s to the transport needs such as a mode that best suits the given regional and [allegedly] strategic needs, the demands and the sustainable capacity of the UK public purse [whence the main bulk of the costs is being forced by the pluggers of the CrossRail scam] have been discrediting their own claims to be respecters of the democratic process of decision-making by undermining even the most tokenistic of debates, the most pliant of scrutinies by exaggerating the adverse effects of upholding democracy! _During the Second Reading held in the House of Commons in July 2005, the then CrossRail hole plot Bill minister Alistair Darling led the insertion into the terms of reference for the ‘CrossRail Bill select committee of MPs’ of a BARRIER, a ban, thus preventing that select committee from scrutiny the ‘Crossrail Bill’! _So the utterances by Tom Harris must be to do with the fact that even he knows that when the same Bill goes to the currently constituted Upper Chamber and is subjected to the corresponding select committee procedures, it may actually be scrutinised in an unpredictable way, so unpredictably that the truth about the fundamentally flawed nature of the plot may come out! _Is that what Tom Harris is aware of and is ‘career wise’ ‘worried’ about? _If it is, he is right to be worried! _Because no honest, informed and responsible scrutiny of the ‘Crossrail Bill’ as it is, can support it in the context of the economy, the society, the environment and the finance.

0950 GMT London Friday 19 October 2007 _There is a piece in the Times, attributed to a Lucy Alexander, prompting property speculation. _But she manages to attack and misrepresent the East End in a way that would not be expected if she wrote a truthful, respectful and honest piece. As, she would have written differently and made the opposite points the racist and the offensive comments she has published via the Times. _The fact that the piece is apparently about property but reproduces some of the most racist and ignorant stereotypes and falsifications against the Bangladeshis, is not unconnected with the same attitude that underlies the behaviour of the local Tower Hamlets Council in its own peddling of the CrossRail hole-plotters' lies._More on that in the later parts of this commentary. _Back to Lucy Alexander and her piece as published by the Times today. _She offers no evidence far less explanation. In a piece that is essentially about property speculation, she as manages to perpetuate a number op prejudicial stereotypes at the expense of the Bangladeshis. _She does not say what studies she made of the UK economy, or what evidence she ever looked for to explain the causal link between Bangladeshi women not working and the perpetuated suggestion that the preponderance of ‘worklessness’ is attributable to some mysterious propensity on the parts of the Bangladeshis generally and the Bangladeshi women in particular. __Lucy Alexander must have been resident in a fantasy part of Tower Hamlets in the East End of London for her to say that : __“two thirds of local Bangladeshi women of working age were unemployed. My flatmates and I were often the only women in the street not wearing burkas.
